Compiling the municipal services list, their online arrangement, high-speed Internet implementation in schools were among the urgent “electronic” questions under discussion at the meeting of territorial heads of the South administrative okrug with Irina Bogdanovich, the Sverdlovsk Oblast information technologies and communications minister.

The topic is the order of the day. The Internet with its colossal capabilities is entering our life more and more actively, shortening distances, saving time. A traditional online video-conference of Alexander Misharin, Svedlovsk Oblast Governor, with the municipal units heads ended several minutes ago before the meeting. This time the conference was devoted to the fight for the harvest and preparations for coming population census. The mayors were violently discussing the conversation object-matter. The electronic communication sounding fantastically not so long ago became a regular working tool. Electronic rendering of state and municipal services should also become such an effective and nearly invisible mechanism.

For those who are out of touch yet: the case is, first of all, to save people from bureaucracy and paper chase.  The state and municipal services in this case mean obtaining all necessary documents; lodgment of requests, claims and suggestions; as well execution of visas, invitations, registration at place of residence or stay. Herewith go civil status registration, adoption and trusteeship; old-age insurance, recognition of incentives rights; preparation of land and property regulations documents; filling of a tax return; registration of an individual entrepreneur and a farming enterprise; obtaining an extract from archive, information, inquiries… In fact here is everything what a man addresses to the state or local authorities with. There will be no need to “walk the cabinets”, stay in queues, and depend on mood of official establishment and clerks. It will be just necessary to enter one’s personal account at the single Internet-portal of state and municipal services and perform several easy-to-understand operations.

We are at the start. Today’s task is to compile the list of municipal services, place forms of applications and other documents which an applicant should be provided with. Starting from July, 2012 the electronic documents will be accepted. In 2013 the information on service process will be added. The task of electronic service result presentation is assigned to be realized by 2014. It means the whole cycle. And the time just seems to be enough. There is a great deal to do.  And the working efficiency of the whole system will depend on how quickly and qualitatively the basis will be organized. The basis depends significantly on how prepared and responsive the municipalities will be. That’s why the most urgent task of the Ministry is close cooperation with the local authorities.

Irina Bogdanovich’s team provided the mayors of the South Okrug with the full information on the architecture of electronic services rendering and the stages of their implementation and as well with suggestions on development of municipal unit typical site. In connection with electronic government development, that is what the state leaders direct to, the sites are specified with peculiar requirements. They are to be of the determined structure and to include compulsory items. A standardized site meets the requirements, besides, development and operation at the basis of regional government site (except Internet-traffic) is free for the municipalities. The mayors were interested in the suggestion, but they expressed doubts: will the territories not lose their individuality having the twin-sites? The Ministry staff promised that only the framework with compulsory items would be standardized, the local authorities can download the content including symbols as they think proper. However, the mayors have a choice. They can create their unique official portals on the basis of commercial proposals; there are a lot of them. By the way, there was a question asked: “The local authorities are being more and more often addressed by different companies, referring to cooperation with the regional and federal authorities. They say, placing order for site development by us you will be certainly incorporated to the national system. Are they really connected with your program?”

- No, - Irina Bogdanovich categorically said. – We are working directly with the municipalities, as it is now, and our developments are free.

She advised to inform the law enforcement authorities and the Ministry of such “job seekers”.

The conversation succeeded to be objective and useful on every item. The accents were made on the necessity to activate the work on compiling the municipal services list and on preparations of target programs on informatization in the social field. It is necessary for every territory to have completed functioning packages by the moment of integration into the single scheme.

Among top-priority services there are organization and keeping of the queue for kindergarten permit, electronic school diary implementation (parents can see their child’s marks at any moment) and electronic doctor’s appointment scheduling.  The time schedule is tight: August-September - for preliminary pilot preparation, September – for pilot project launch, December – for testing operation, starting from December the preparation for industrial operation will begin.

As for healthcare field Kamensk-Uraslkiy is chosen as the pilot territory. Moreover, led by the local authorities, a real step translating the theory into practice was taken. “Samozapis.ru” project was presented to the Ministry specialists headed by Irina Bogdanovich. One enters the corresponding Internet-portal and schedules an appointment with a doctor: fill one’s data, doctor’s profile, contact mobile number. Soon one receives an SMS with appointment date and time. Considering the fact, that internetization is not still common? One can schedule an appointment via free multi-channel mobile phone.

The scheme is working in the test rune mode. It cannot be called ideal; there are items to be improved. Firstly, though self-scheduling one has to obtain an appointment slip at reception and it can be one will not be able to avoid staying in queue. Secondly, there is urgent lack of highly specialized doctors in the city, and one can schedule an appointment for the next month only or it can be reported to be impossible. But the electronic program is operating and it is impressive. The Company-developer after testing the program in Kamensk-Uralskiy is going to offer “Samozaps.ru” to all other territories of the region.

- Today we have seen a combat presentation of the system, - Irina Bogdanovich commented. – It is nice that the service providers decide to promote it in the pilot zone themselves. It allows viewing all advantages and disadvantages in advance, perceive the people’s response; the providers can benefit from useful advice. As a result, every municipality will have to choose, as the competition of such offers is rather great.

Totally as for information technologies implementation the South Okrug got a positive Ministry’s mark. Irina Bogdanovich noted that most of the territories had got actively involved in the work. In particular, the three leaders of the regional rating of filling the municipal services list include two “south” municipal unities, these are Reftinskiy and Zarechnyi ones (they have the second and the third place, Verh-Neivinskiy has the first one). She also  praised Kamensk-Uralskiy remarkable for operational efficiency and quality.
