Tatyana Golikova, the Head of the Ministry of Healthcare and Social Development, reported about it in a session of the Information Society Development Board on Thursday in Tver.
In some regions it is already being practiced. The people do not need to stand in a queue; they can schedule an appointment with a doctor per Internet or mobile communications. But as the Minister reported, even in these regions such system was only in some in-patient and out-patient institutions.
“We suppose, that 2010 will be the year when we really finish this direction”, - Golikova noted, reporting before the President of the Russian Federation.
In her report the Minister told about the ongoing measures in healthcare informatization.
Up to the end of the year we will finish to form the federal registry of the medical and pharmacy personnel covering the data of 40% of Russia’s regions. “The registry will allow forming the concepts for the personnel profile of every region, which has insufficiently efficient the structure of staffing support”, - the Minister reported.
Besides, starting from 2011 there will be electronic medical passé of Russia’s regions and of separate medical institutions introduced. Tatyana Golikova noted that “the part of this work is already done and without obtaining additional funds from the federal budget”.
Dmitry Medvedev, for his part, suggested launching the pilot projects of electronic scheduling doctor’s appointments and electronic medical records keeping in some regions.
“A major part of people who are used to know the value of time will do it”, - the President said and noted that “electronic disease form and electronic registration are the future”.
Medvedev admitted that still few regions are ready for implementation of such projects, but “those who are ready should start”. Here he included Moscow, Tatarstan, Perm, Bashkiria.
Healthcare informatization in Russia is stalling, Medvedev stated, and demanded the cause report from the Ministry of Healthcare and Social Development. He had instructed the Ministry to develop appropriate measures as far back as two years ago.
Moscow Mayor Yury Luzhkov expressed readiness to give informational and organizational support to other Russia’s regions. “If to decide on this object (doctor’s appointment electronic scheduling) at the state level and thus make all regions heads implement the system it can be implemented by the middle of 2011”, - Luzhkov said and add that “there are no special complications and special costs there”.
In the President’s opinion, it is necessary to implement such mechanisms to optimize the work of the out-patient departments. At the moment people waste much time, queuing on to the reception-desk. “Everything is being done slowly there, the receptionists who are not always pleased, walk there and sometimes look at the queuing people with hostility”, - Medvedev said.
Medotrade Company is taking active part in Russia’s healthcare informatization and offering “Samozapis.ru”, the system of doctor’s appointments planning, allowing every Russia’s citizen to self-register himself for a doctor’s appointment and call for a doctor.
As the self-registration system is based on the cloud computing technologies its implementation and start-up pass shortly thus helping the out-patient departments to start providing people with electronic services with minimal time and funds expenditures. At the moment the “Samozapis.ru” system is being implemented in Sverdlovskaya region and in Khanty-Mansiisk Okrug Yugra.
